Solution to problem 2: There are various eco-tourism packages that include whaleshark interaction as the main feature. Find one and bring your friends. explorebicol.multiply.com for instance is run by a friend of mine and is quite good.
Whalesharkes may not be carnivorous but getting into the water with one is still an awesome experience.
